In Hungary, drone use is EU uniform rules<\/strong> and local authorities (e.g. Civil Aviation Authority, NMHH, Ministry of the Interior Department of State Aviation<\/strong>) is regulated by the provisions of the Regulations are expected to become more stringent in 2025<\/strong>, in particular in the areas of drone identification, airspace use and data protection.<\/p>\n\n\n\n

Below I have collected the most important rules and changes<\/strong>.<\/p>\n\n\n\n

1. Registration and identification of drones \u2013 Drone pilot registration is mandatory<\/h2>\n\n\n\n

What do you need to know?<\/strong><\/p>\n\n\n\n

    \n
  • All drones over 250g and the person operating them must be registered<\/strong> within the EU, including in Hungary.<\/li>\n\n\n\n
  • Registration is On the National Aviation Authority (NAA) website<\/strong> happens.<\/li>\n\n\n\n
  • Operators are unique they receive a registration number<\/strong>, which must also be displayed on the drone.<\/li>\n<\/ul>\n\n\n\n

    Who is affected?<\/strong>
    \u2705 All industrial and construction drone operators<\/strong>
    \u2705 Those who use drones for mapping, surveillance, and aerial photography<\/strong>
    \u2705 Those who operate larger (over 250 g) or drones without a camera but with a kinetic energy exceeding 79 J<\/strong><\/p>\n\n\n\n

    \u203c From 2025, remote identification (Remote ID) will be mandatory for all new drones!!<\/p>\n\n\n\n

    2. Airspace use and flight permits \u2013 introduction of U-Space in Hungary<\/h3>\n\n\n\n

     Important change: "U-Space" may be introduced in Hungary from 2025<\/strong><\/p>\n\n\n\n

      \n
    • The U-Space is a new automated air traffic management system<\/strong>, which makes it easier to get drones licensed and fly them safely.<\/li>\n\n\n\n
    • In larger cities (e.g. Budapest, Gy\u0151r, Debrecen) there may be specially designated U-Space zones<\/strong>, where only registered and licensed drones can fly.<\/li>\n\n\n\n
    • Automated authorization is expected through the U-Space system<\/strong>, which can speed up access to airspace.<\/li>\n<\/ul>\n\n\n\n

      What does this mean for contractors and industrial drone users?<\/strong><\/p>\n\n\n\n

        \n
      • Easier and faster access to airspace with industrial drones<\/strong><\/li>\n\n\n\n
      • Greater regulation in urban and industrial areas<\/strong><\/li>\n\n\n\n
      • Additional reporting requirements in certain areas<\/strong><\/li>\n<\/ul>\n\n\n\n
        \n\n\n\n

        3. Categories and flight rules \u2013 what to look out for in 2025?<\/h3>\n\n\n\n

        Drone use is According to EU regulations, it falls into three main categories:<\/strong>:<\/p>\n\n\n\n

        Open category \u2013 most industrial and construction drones belong here<\/strong><\/p>\n\n\n\n

          \n
        • C0-C4 class drones<\/strong>, meaning most commercial and industrial drones<\/li>\n\n\n\n
        • Maximum flight altitude: 120 meters<\/strong><\/li>\n\n\n\n
        • It is forbidden to fly over people.<\/strong> (except with certain C0-C1 drones)<\/li>\n\n\n\n
        • No special permit required if you follow the basic rules<\/strong><\/li>\n<\/ul>\n\n\n\n

          Special category (Specific) \u2013 flights requiring a permit<\/strong><\/p>\n\n\n\n

          If your drone usage does not meet the Open category rules<\/strong>, you must request permission from the aviation authority. Such cases may include:<\/p>\n\n\n\n

            \n
          • Flying over a construction site in an urban environment<\/strong><\/li>\n\n\n\n
          • Night flying with larger drones<\/strong><\/li>\n\n\n\n
          • Automated, BVLOS (Beyond Visual Line of Sight) flights<\/strong><\/li>\n\n\n\n
          • New rules from 2025:<\/strong><\/li>\n\n\n\n
          • Companies operating larger drones must apply for an operating permit<\/strong><\/li>\n\n\n\n
          • Remote identification and prior authorization will be mandatory for BVLOS flights<\/strong><\/li>\n\n\n\n
          • Drone operations in urban airspace must be documented in detail<\/strong><\/li>\n<\/ul>\n\n\n\n
            \n\n\n\n

            4. Data protection and regulation of drone footage<\/h3>\n\n\n\n

            Rules from 2025:<\/strong><\/p>\n\n\n\n

              \n
            • All drone aerial photography must comply with GDPR regulations<\/strong><\/li>\n\n\n\n
            • It is forbidden to film in areas where personal data (faces, license plates) may be recorded without permission.<\/strong><\/li>\n\n\n\n
            • Construction surveys using drones may require prior permission.<\/strong><\/li>\n<\/ul>\n\n\n\n

              In Hungary, drone use over military and government areas may be particularly strict!<\/strong><\/p>\n\n\n\n

               What does this mean for industrial drone users and contractors?<\/h4>\n\n\n\n
                \n
              • If you are conducting construction surveys or industrial drone flights, it is worth registering and checking airspace regulations in time!<\/strong><\/li>\n\n\n\n
              • The U-Space system, to be introduced in 2025, could facilitate access to airspace, but could also require new permits.<\/strong><\/li>\n\n\n\n
              • Remote identification of drones will be mandatory, so only drones with appropriate equipment can be flown legally.<\/strong><\/li>\n\n\n\n
              • Due to GDPR and data protection regulations, it is worth paying attention to what drone footage you take and where you use it!<\/strong><\/li>\n<\/ul>\n\n\n\n
